Q: I inadvertently cut too short of the two screws on my Segal SE19311 Double Cylinder Deadbolt. Can Kwikset 84221 thick door screw works? Elcer
A: I understand that you are talking about the two screws that hold the rim cylinder on that would go through the door and assuming this is correct I would order the Kaba Ilco 864-00-10 Break-Off Screw as seen here:

How can I duplicate a key minus the last cut? "Interior cylinder is drilled and pinned with 4 - chambers. The reason for the 4 pins in the interior cylinder versus the 5 pins in the exterior cylinder is so that you can duplicate the key minus the last cut and leave it in the lock inside for emergency exit in case of a fire, and if someone steals that key they can't use it in the outside cylinder later on. A: What you are referring to is a condition when you have a double cylinder lock and the interior cylinder is only a 4-pin chamber. Even though it is only a 4 pin chamber the length of the cylinder plug is adequate to receive a 5-pin length key blank. You would simply take the cut on that key that you wish to use on the interior side and cut the 5’th chamber cut so deeply but it would certainly not work if used in the exterior cylinder.
