Please review the bottom of page 1 and you will see the dimension is called out for the center line is defined from the top of the finished floor which is 40-1/4". This is not a dimension specific to Monarch or any manufacturer in particular, it is simply a dimension that is compatible or known to be common with ADA or Americans with Disabilities Act compliant dimension.
Technically you can use the Monarch 4023 million with anyone's exit device since you are going to be applying the strike plate manually to the mullion during the installation process of the exit devices themselves. You would of course need to be sure the templating of the device, the strike and the mullion are all compatible.
There are indeed mullions that can be ordered from the factory specifically prepped for a particular strike as specified such as an installation where you will be having an electric strike prep into the mullion for one or both of the exit devices in the door opening.
It is certainly logical to assume that a vertical height needs to be defined for the location of the electric strike. However the installation instructions and template from the exit device, that is being used and specified for the opening, will dictate the specific location of the electric strike prep in the mullion. Having said that there would be no reason why you could not specify a custom height, but typically and without exception, the manufacturer's location is defined on the installation instructions and template for the exit device is what will be considered the document used to determine final location.
