A: If you padlock the exterior side, that locked padlock will be blocking your egress.

A: Not by means of rotating the lever as the key stock spindle is solid. the solid key stock prevents the interior lever from rotating when the exterior handle is padlocked. Again so long as the exterior is padlocked there is no egress possible when the exterior is padlocked.
Having said this, I can make a custom swivel spindle that would allow the interior handle to rotate independently of the exterior handle OR you can depress the latch with a tool, perhaps your finger so as to unlatch the roof hatch. I like the swivel spindle idea. Are you interested in this?
