Regarding how many pieces come in a case, the manufacturer has indicated to me that there are no specific case quantities as they are simply sold per piece. The case quantity ultimately becomes equal to whatever the order quantity is. I can tell you that when I buy this access panel in the 16 inch by 16 inch size I generally find that about 10 per box is what the cutoff is in terms of case quantity.
Regarding the question to purchase the cylinder lock and the key separately, the manufacturer has indicated that that piece can be ordered separately and each cylinder will come with one key period there is a link as seen here:

You have indicated that your entire facility is full of access panels with the specific key number that you have provided, rest assured that all of the new cylincers
will indeed come with the 1554F8
key number that you have specified.
