The Potted module is a pulse width modulator whose voltage reading on a meter will be different than when plugged into a solenoid making it very difficult to do any useful testing with a meter other than looking for standard shorts across wires. The best test is to replace it with another potted module. Are there any devices nearby that can be borrowed for the test?
It is also good to make sure that the power supply is a regulated 24VDC (preferably our PS914) and that the wire gauge is an adequate size for the distance of the wire run between the power supply and the opening.
