Q: What is the resistance value in ohms for the solenoid?
A: Between the red and black it 1.5 ohms and the white and black is 60.

The inrush current is and always was 16 Amps. You need a power supply that can provide a minimum of 18 amps for 1/3 second.

The black box (which we never provided) is an electronic switch. When first energized it supplies power to both coils for 1/3 second then the high current draw (1.5 ohm) coil is switched off leaving only the 60 ohm coil to hold the plunger in.

This solenoid will not work without the switch.

Q: We replaced the power supply as well as the solenoid. We are using an Adams Rite PS-EXIT device. The original power supply was a PS-LR which the specs state up to 16A pull-in. The PS-EXIT is rated at 17A pull-in. I would expect this is sufficient for the 1/3 second pull-in. We have not replaced the black box which I guess is this Von Duprin device I have found online. When I attach a meter to the solenoid between red and black, I see a voltage spike but cannot confirm the duration with just a meter. I also see the 24V between white and black for 2 seconds. The whole system functions fine if the door is already open, meaning the pull-in bar pulls in and stays open for 2 seconds. When the door is closed, it is like the load is too high to pull-in. Is this more likely then a mechanical adjustment issue?
A: Assuming you have eliminated the solenoid as the issue, and have not replaced the potted ciruit braker, indeed repalcing the VON DUPRIN 050534 EL Potted Circuit Breaker as seen here is the next component to replace:
