Goes along with this spanner bolt is the specialized spanner collar which an example of it would be the part number Rockwood SP1071-US32316 Spanner Collar 1" Diameter for LH/RH Bolt - Polished 316 Alloy Stainless Steel as seen here:
The difference between the system that I sell in the system that you have is that your vault has a notch cut through the bolt and then theres a nib on the inside of the collar. How my system works is that the both is not cut at all for a nib but the inside hole on the spanner collar is d-shaped and thats how you were able to draw the outside pull handles together when you turn the spanner collar with a spanner wrench.
Since my system doesnt work partially with yours the only way I can help is to sell you the spanner both along with two new spanner collars that would have the d shape prep on the inside and in order to do that I would need to know the finish and then also the diameter of your bars because those spanner collars are available in 1”, 1-1/4” & 1-1/2”
