A: What it looks to be is Flour City Balanced door hardware – No longer available –A vendor of ours purchased all the inventory about 30 years ago and all that inventory is long gone – – not sure what the problem is but you may try to take the spring tension off and mount a Surface Closer.
To answer your question, it is my understanding doing a repair on a door closer in this fashion is not possible. Their internal valves that would prevent the fluid from going where it needs to go to. Do you have the CTC on this closer - If I can get the CTC I can quote As a possible alternate, are you able to remove that door closer body from the door and send it to us and then we can rebuild it and bring it back to original operating standards?
There are still balance door companies out there but not making that style of unit.
The Stanley Company currently offers a balanced door installation and I have found a Product Brochure as seen here which hallmark's the advantages of a balance two door system:

A balanced door is typically used with great success when contending with specific site circumstances of wind tunnel or stack effect air pressures inherent in the building design and specifically the location of the door. The fourth page of the product brochure link above elegantly details the advantage of a balance two door system over a conventional hinged door.
A balanced door installation will allow an easier operation of the doorway. Consider a doorway to a 40 story building or you have an exterior door and an interior vestibule door. The effect of having a balanced will better equalize the air pressure on either side of the door during the initial opening phase of the door allowing a more properly behaved door to be used.
when contending with the inherent imbalance between interior and exterior air pressure forces. If you have a significant wind tunnel sort of condition , and I think we have all experienced it, you find that a door can be very difficult to initially push open because you're contending with a significant unbalanced of air pressure from one side of the door to the next. This is specifically what a balanced door will help mitigate.

Additionally the CRLaurence Company fields a balanced door system as well and the Product Brochure can be reviewed here:

In this reply we've attempted to initially explain the concept of a balanced door, we've attempted to help identify your existing closer and we've also offered suggestions as to how to go about replacing or repairing the unit.
I would very much recommend the balanced door installation being brought up to a level of proper operation for this reason - if the balanced door decision was made when the building was built - those interior and exterior imbalance of air pressures certainly still exist - so it would be very much so when your best interest to have replaced or repaired the existing door closer that you have to allow you to continue to reap the benefit of the inherent advantages of a balance door system.

Q: The Rixson 700 series has been discontinued. Can you quote an aftermarket pivot that would work? Maybe alternate brand?
A: Is this replacing an existing installation? If yes, I know nothing fits into the same same footprint. However all is not lost as we can repair your unit. The item as seen here:
