Q: How far apart are the fasteners? Recommended fasteners? Can it be cut to size?
A: 1. The adjusting bolts vary a bit CTC from 9-3/4", 10" and 10-1/4".
2. Regarding fasteners, since this threshold is intended to be attached to the frame and then installed as an integral part of the door unit, we can suggest only the obvious fasteners for a retro fit type installation. Consider using a fastener compatible with your sill material. The issue is the 5° bevel and the fact the aluminum is not tight against the wood substructure. You might consider drilling a hole only through the aluminum wrap to allow for the head of the screw or bolt. You can then drill the wood and the sill to accommodate the fastener selection (perhaps a #10 x 2" FHWS (flat head wood screw) or perhaps a 10/24 FHMS (flat head machine screw) with a lead expansion shield. The use a Socket Head Cap as seen here:

along with the appllication of a chalk to finish off the "look".
3. Yes - these residential thresholds can be cut to length but please consider the fact the the Adjusting bolts are about 3", 3-1/4", 3-1/2" (it seems to vary) from the edge of the threshold to the CL.
