Pemko has a minimum order requirement. Orders smaller than the required minimum have a longer lead time as we need to consolidate onto a "stock" order. If you need a faster lead time, simply exceed the minimum order amount.

I removed the wooden threshold and fill it with cement. It's about 1/4" thick. My idea is to put a thin piece of wood over this cement and then cover it with a nose sill. 1.5" high would keep water from coming in. What would you suggest?

would be a very likely successful solution is it has the ducks that would be most compatible along with a reasonable height giving you the ability to keep water from coming in as a result of it being an interlocking style threshold.
I would also suggest that you add a drip cap on the exterior side as well such as the Pemko 345A Mill Finish Aluminum Drip Cap Door Bottom Rain Drip as seen here:
as this would substantially help deflect water away from the underside portion of the door.
