The reason the answer is no is because that's a fire rated door or at least the exit device is rated for fire and not panic meaning it can never be left in the unlatched or dogged position. Certainly you have indeed seen it before and when you have it has been an exit device is not fire rated and non-fire rated exit “panic” devices as standard will include the capability of being dogged in the open position.
