I would not recommended attempting to remove the Neoprene and installing the Silicone (This might prove to be a nightmare trying to get the silicone back in).

Q: Also it appears the silicone version is a sponge like material as well which will hold water. I need some sort of water repellent gasket for this door bottom. Or an alternative for a washdown/food plant application. Can you please assist me with this?
A: I have spoken to National Guard regarding the potential for the silicone from the 220SA to absorb water and the answer is that silicone would have a practically zero possibility to absorb water.
Having said that, and if you still have concern I suggest you move to an interlocking and bump-up type threshold and augmenting the installation with a drip cap as well most importantly creating multiple lines of defense against your hose application creating and infiltration of water. Feel free to tell me more about your door and frame installation and share some photographs as well. I would be happy to provide specific examples of items to add to your installation to help and assist in the preventing of water intrusion.
