Pemko 255A Mill Finish Aluminum Half Saddle Threshold is indeed a handicap compliance threshold that meets the requirements of Americans with Disabilities Act and therefore Handicap Access Rated because it does not exceed the 1:2 slope (A change in level of ½” is permitted to be ¼” vertical plus ¼” beveled) and complies with section 302 & 303 and specifically section 303.3 of the Department of Justice ADA Standards for Accessible Design as seen here:

Where the slope that you referred to exceed the 1:2 maximum value, the installation must comply with the ramp equation where the slope is not one to two but correctly stated as one to twelve meaning for every 12 inches of ramp depth the change in height cannot exceed 1 inch therefore expressed as 1:12.
