A: The M9909 is indeed for an IC mortise cylinder housing and indeed the mounting holes are on a diagonal as you has mentioned which can be seen on page 33 of the manufacturers catalog as seen here:

A: Per Marks, USA , the M9909 (cam for SFIC) is riveted on the device, and they do not sell this part number separately. I would have to sell you the entire mortise cylinder housing for you to then drill out the rivets.
