Q: Will this fit between a standard 16" on-center stud bay?
A: Indeed it will. A 14" wide panel requires a width of 14-3/8". You should have 14-1/2" clear (16" CtC - stud tickness/2 - stud tickness/2).

Q: I'm looking to immediately purchase a JL Industries XPA-PWE-1428 Access Panel for an exterior stucco wall.
As presented on your site this panel comes with a fixed locking handle which is undesirable for my application. I contacted JL and they informed me they have a new "Flush with Removable Locking Handle" option with code "FHL".
I also noticed JL offers security locking options. If these are available for the XPA-PWE series I would be interested in the DDI5017 Slam Lock or the MP-SL-AMP Cylinder cam lock options.
Would you please provide three me a quote for an XPA-PWE-1428 with additional pricing for adding the following locking options:
1. FHL
2. DDI5017
3. MP-SL-AMP
Two more follow-up questions:
1) Does this panel have an option for a flush-mount lock (no handle) on the exterior side?
2) Does this panel have an option to have only a latch release (no handle) on the interior side?
Also, on one of your videos you mentioned you have past experience with installs. Since there is no stucco flange on this door, what would you reccommed to use in order to seal the frame on an existing stucco wall?

A: The JL Industries model does indeed offer a handle latch release on the interior but the exterior is available only as standard locking handle with an additional up-charge for a removable locking handle for the XPA series. no other lock options you mention are available from JL (per JL tech support).
The plaster flange is there for you to stucco or plaster over and the units becomes part of the wall in that fashion. If you are planning to stucco over the flange then we must consider only plaster flange models such as the PWE version of the XPA and feel you absolutely want a plaster flange model as there is no good - long term - way to seal the trim from a standard panel onto the irregular surface of stucco -
