However if the door was improperly hung where the margin between the hinge style in the frame was insufficient or if the weatherstripping was not installed exactly correctly I could see the theoretical hinge bind to becoming an accentuated condition.
If you have the proper clearance between the edge of the door and the frame as dictated by NFPA 80, assuming that the installation was either smoke or fire rated, I would not agree that it would be a condition that a standard hydraulic closer or automatic closer could not contend with.
Having said that again if your material was basically installed crooked I could see hinge bind being a measurable problem on the opening or if you had spring hinges on the door I could see that also being a contributing factor.
