A: I can suggest to replace the arm, but I usually only see this in a new installation where the closer has not been installed per the templating.

Q: for an SC60 or 61, what is the recommended closing time from the 90 degree open position? also, what is the recommended closing time for a door that does not have to comply with ADA, an door installed before ADA existed?
A: Is this a door installed in a public setting?
Q: no, the exterior door of an apartment dwelling with a 3 inch high step ( a wheel chair would not access it).
A: Since this is a private setting I suppose you are well within your arena to set the closer speed so that it suits your practical requirements.
Having said that I would like to add that the Department of Justice published American with Disability Act guidelines state:
Door closers and gate closers shall be adjusted so
that from an open position of 90 degrees, the time required to move the door to a position of 12
degrees from the latch is 5 seconds minimum.
