Q: Hi Richard. I have a question that I hope u can help with. A couple actually. -Why to public places really lock up the toilet paper? -Why are these dispensers mounted so low on the wall? Sometimes getting toilet paper is like steeling a coke out of a coke machine. Why so low?? Is it because of handicapped people? I talked to a handicapped dude and he said it's just as hard for him to get at the TP. Any light u can shine on the subject would be appreciated. Thanks
A: First question is simply to help control theft, waste, vandalism and things of that nature. I personally am not in favor of controlled delivery but there is a small percentage of those people in the world that do steal the toilet paper and those situation call for toilet paper dispensers that require locks. Regarding the height, this is specified by the American with Disabilities act and if your using the TP holder in a public place and in a handicap compliant stall, your are seeing the unit installed at or within the ADA compliant height from the floor.
The code states: Toilet tissue needs to be easily within arm’s reach. The outlet of a tissue dispenser must be between 24" (610mm) minimum and 42" (1067mm) maximum from the back wall, and per the ANSI standard, at least 18" above the finished floor. The ADA guide defines “easily with arm’s reach” as being within 7-9" (178–229 mm) from the front of the bowl and at least 15" (381mm) above the finished floor (48" (1219mm) maximum).
